Professor Philip N. Howard ist Sozialwissenschaftler mit den Schwerpunkten Technologie, Public Policy und internationale Angelegenheiten. Er ist Direktor des Oxford University's Programme on Democracy and Technology (Programm für Demokratie und Technologie), ordentlicher Professor am Balliol College und Mitglied der Fachbereiche Politik und Soziologie. Ausserdem ist er Visiting Fellow an der Kennedy School der Harvard University.
